Accept the report and refer to the full Council on September 17 for consideration of:

1.  Approval of an Ordinance amending various sections of Title 24 (Technical Codes) to adopt Provisions of the 2019 California Gree Building Standards and California Building Energy Efficient Standards with certain exceptions, modifications, and additions which serve as a reach code to increase building efficiency, mandate solar readiness, and increase requirements related to electric vehicle charging stations; and

2.  Acceptance of findings related to local modifications based upon local geographical, topographical, and climate conditions and cost-effective; and

3.  Authorization for the City Manager to submit a reach code submittal package to the California Energy Commission for its approval as a required by law.
