1.  Approve the Tower and Rotunda Lighting for Black April scheduled for April 30 - May 3, 2024, as a City Council sponsored Special Event and approve the expenditure of funds.

2.  Approve the Tower and Rotunda Lighting for Light the Night scheduled for May 3 - 4, 2024 as a City Council sponsored Special Event and approve the expenditure of funds.

3.  Approve and accept donations from various individuals, businesses or community groups to support the events.

4.  Place the item on the April 30, 2024, Council Agenda for action.
