Frank served as the Executive Director of the San José Redevelopment Agency for two decades through 1999. He was a man of consummate passion about his work, which was the art and science of city building. His ambitious vision to reimagine Downtown San José and its surrounding Neighborhood Business Districts and Industrial Areas led to a spectacular array of public projects that bear his imprint to this day. Always with an eye towards beauty and practicality, Frank never lost sight of his dream to create an urban center worthy of the Capital of Silicon Valley. In everything he did, Frank insisted on a commitment to excellence. He was a big picture guy who was always in love with his city.
