Amendment to the Master Agreement with Smartwave Technologies and Infinity Communications & Consulting, Inc. for ESUHSD Community WIFI. - RECOMMEND DEFERRAL

Approve the First Amendment to the Master Consultant Agreement with:
(a) Smartwave Technologies, LLC, to increase the amount of compensation by $400,000 for a total amount not to exceed $1,400,000, for projects funded by Community Development Block Grant Fund; and
(b) Infinity Communications & Consulting, Inc. to decrease the amount of compensation by $400,000 for a total amount not to exceed $200,000 for projects funded by Community Development Block Grant Fund.
CEQA: Statutorily Exempt, File No. PP17-001, CEQA Guidelines Section 15262, Feasibility and Planning Studies with no commitment to future actions. (Public Works)
