Approval of the 2019-2020 Operating and Capital Budgets for the City of San José and Schedule of Fees and Charges.

...Recommendations

(a) Adopt resolutions approving the Operating Budget for 2019-2020 for the City of San José, the Capital Budget for 2019-2020 for the City of San José, and the Five-Year Capital Improvement Program for 2020-2024 for the City of San José as revised by the Mayor’s Budget Message and directing the City Manager to prepare final documents for adoption.

(b) Adopt a resolution establishing the Schedule of Fees and Charges for 2019-2020.

(c) Adopt a resolution amending Council Policy 1-18, Operating Budget and Capital Improvement Program Policy, to amend Operating Budget, Section 4 (Fund Balance).

(d) Approve an ordinance amending Chapter 4.80 of Title 4 of the San José Municipal Code to:

                     (1) Add a new Part 64 to establish the Inclusionary Fee Fund;

            (2) Add a new Part 65 to establish the Rental Stabilization Program Fee Fund;

            (3) Add a new Part 66 to establish the Public Safety and Infrastructure Bond Fund;

            (4) Add a new Part 67 to establish the Neighborhood Security Act Bond Fund;

            (5) Add a new Part 68 to establish the Parks and Recreation Bond Projects Fund; and

            (6) Add a new Part 69 to establish the Branch Libraries Bond Projects Fund.

CEQA: Not a Project, File No. PP17-010, City Organizational & Administrative Activities resulting in no changes to the physical Environment, and File No. PP17-004, Government Funding Mechanism or Fiscal Activity with no commitment to a specific project which may result in a potentially significant physical impact on the environment.
