...Recommendation
1. Explore the feasibility of assisting Hope Village in their current efforts.
2. Identify a City or otherwise publicly-owned lot similar to the San José EDD overflow lot for potential use. It is further recommended that this lot be a parking lot in a non-residential area which is underused in its intended purpose.
3. Provide potential obstacles to proceeding with the establishment of a lawful sanctioned encampment. These obstacles may include but are not limited to funding availability, land availability, environmental impact, and general process.
4. Delineate the necessary requirements to operate a lawful sanctioned encampment.
5. Provide the City Council with a report on the findings of the above to be discussed on the October 23, 2018 Council Meeting.
