Amendment to the Agreement with High Speed Rail Authority.

a. Approve the Second Amendment to the Standard Agreement with High Speed Rail Authority to extend the term of the agreement to June 30, 2019.
b. Adopt a resolution authorizing the City Manager to negotiate and execute any future amendments deemed necessary by the City Manager to extend the term of the Standard Agreement, with no change to the contract amount.
