Annual City Council Referral Status Report for Fiscal Year 2025-2026.

As recommended by the Rules and Open Government Committee on October 28, 2026:
(a) Accept the City Council Referral Annual Report.
(b) Direct the City Manager to support meetings related to the Proposed Amendments to Chapter 17.22 (Mobile Home Rent Ordinance) (Referral ID #65) convening all stakeholders, including mobile home park owners and tenants.
(c) Defer returning the Proposed Amendments to Chapter 17.22 (Mobile Home Rent Ordinance) (Referral ID #65) to City Council until after stakeholder meetings are completed with revised recommendations, as needed.
CEQA: Not a Project, File No. PP17-009, Staff Reports, Assessments, Annual Reports, and Informational Memos that involve no approvals of any City action. (City Manager)
