As recommended by the Rules and Open Government Committee on December 10, 2025:
(a) Approve the Black History Month 2026 Flag Raising scheduled on February 13, 2026 as a City Council sponsored Special Event and approve the expenditure of funds.
(b) Approve the Black History Month 2026 Tower Lighting scheduled from February 13-20, 2026 as a City Council sponsored Special Event and approve the expenditure of funds.
(c) Approve and accept donations from various individuals, businesses, or community groups to support the event.
