(a) Report on bids and award of a contract for the construction of 9116 - Convention Center HVAC Control Upgrades Project to the lowest responsive, responsible bidder, Mesa Energy Systems Inc., for the base bid and Bid Alternate No. 1 in the amount of $2,287,010; and
(b) Approve a 15% contingency in the amount of $343,052.
