(a) Accept the status report describing the scope of review and timeline to assess the impact and develop land use regulations to mitigate the impacts of detention and custodial facilities.
(b) Adopt an interim ordinance establishing a temporary moratorium on the filing, acceptance, processing, or approvals of applications for establishment, expansion, or change of use for a detention and custodial facility on private and public property, to the extent permitted under state and federal law, with certain exemptions and setting forth the facts constituting such temporary moratorium.
