Authorize the City Attorney to join Amicus Curiae briefs filed on behalf of public agencies arising from federal actions that impact:
(a) Funding to the City of San José;
(b) City operations, programs and services; or
(c) Directly conflict with City policies and City Council authority to establish policy.
