El Niño Update, Flood Preparedness, and Proclamation of a Local Emergency.

(a) Accept the report on El Niño preparedness and response completed at the behest of City Councilmembers during the Joint City Council and Valley Water Board of Directors Meeting on October 13, 2026.
(b) Adopt a resolution proclaiming a Local Emergency pursuant to Chapter 8.08 of the San José Municipal Code ahead of the predicted and unprecedented El Niño storms to align with the State Declaration of Emergency, and to organize City resources to prepare, mitigate, respond, and recover from the anticipated impacts from the storm season.
