Actions Related to Grant Agreements for Multiple Homelessness Programs for Fiscal Year 2023-2024.

Adopt a resolution authorizing the Director of Housing or designee to negotiate and execute agreements and amendments for the following priorities serving individuals and families experiencing homelessness beginning in Fiscal Year 2023-2024 with three one-year options to extend, subject to the appropriation of funds, and priorities categorized by service type, each of which includes one or more agreements:
(a) Crisis Interventions:
(1) Outreach Programs:
(i) HomeFirst (Services Outreach Assistance and Resources) in the amount of $2,150,000 from July 1, 2023 - December 31, 2023;
(ii) PATH (Services Outreach Assistance and Resources) in the amount of $521,000 from July 1, 2023 - December 31, 2023;
(iii) PATH (Targeted Outreach for Unhoused Populations) in the amount of $353,000 from July 1, 2023 - December 31, 2023;
(iv) PATH (Downtown Outreach Expansion) in the amount of $0 (no cost extension) from July 1, 2023 - December 31, 2023;
(v) HomeFirst (Valley Water Outreach Project) in the amount of $1,789,000 retroactive from May 1, 2023 - November 1, 2024;
(vi) WeHope (Dignity on Wheels) in the amount of $0 (no cost extension) from July 1, 2023 - December 31, 2023.
(2) Supportive Parking Programs:
(i) Amigos de Guadalupe (Supportive Parking for cars) in the amount of $750,000 from July 1, 2023 - June 30, 2024;
(ii) LifeMoves (Safe Parking for RVs) in the amount of $0 (no cost extension) from March 1, 2024 - June 30, 2024.
(3) Employment Programs:
(i) International Rescue Committee (Employment Development) in the amount of $0 (no cost extension) from July 1, 2023 - June 30, 2024;
(ii) Goodwill (San José Bridge) in the amount of $2,000,000 from July 1, 2023 - June 30, 2024;
(iii) Destination: Home (Employment Initiative) in the amount of $125,000 from July 1, 2023 - June 30, 2024.
