Request to Travel and Excused Absence. - DROP

As recommended by the Rules and Open Government Committee on October 18, 2023:
(a) Authorize travel, accept travel payments to the City of San José, and designate Councilmember Torres as the City representative to attend the Reimagining the Civic Commons event in Lexington, Kentucky from October 24-26, 2023. (Source of Fund: District 3 Funds and the Guadalupe River Park Conservancy and the Knight Foundation, 501c3 nonprofits - airfare, lodging, meals, ground transportation.)
(b) Request for an excuse absence from the Regular meeting of City Council on October 24, 2023.
