1. Direct the Housing Department to leverage the existing contract with CSG Advisors and Economic & Planning Systems for an analysis of an enhanced infrastructure financing district in the downtown core, with a focus on the use of a prospective EIFD for downtown housing development and revitalization (including blight remediation, housing supportive infrastructure, and economic development).
2. Return to Council by September 2026 with a report on the outcomes of the consultant analysis. The report should include:
1. Potential boundaries and geographical configurations for a downtown EIFD, as well as analysis of utilizing one large district vs multiple smaller districts
2. Current base value and increment growth scenarios
3. Projected revenue and bond potential
