Downtown Revitalization and Housing Financing. (Tordillos)

1. Direct the City Manager’s Office to return to City Council by April 2026 with options and analysis for the following, building on prior direction and existing workflows, exploring tax-increment financing:
a. Establish an Enhanced Infrastructure Financing District (EIFD) within the downtown core to leverage tax-increment financing to support housing construction and downtown revitalization (e.g., blight remediation and housing-supportive infrastructure) efforts.
b. Evaluate whether tracts within the downtown core meet the state’s eligibility requirements for establishment of a Community Revitalization and Investment Authority (CRIA).
2. Conduct analysis on the above in consultation with stakeholders, including a diverse range of Community Based Organizations (CBOs), the Downtown Association, the Chamber of Commerce, and housing advocates, including, but not limited to, the Housing Action Coalition, SPUR, and SV@Home.
