Dear San Jose community,
A very much of a congratulations, and a good luck, in the divestment items, that San Jose community advocacy, initially helped bringto the Rules & Public Safety committees, in August 2025. And that can now be better addressed, within the 2027 San Jose budget agenda item, at the SJ city council public meeting, March 10.
These are ideas in how to develop, a better principled, more ethical investment portfolio, for the future of San Jose. This will include, how San Jose can continue, to better divest from corporations, connected to questionable immigration rights practices. And to also begin, to better consider, how to divest from corporations, supporting Israel practices of war, instead of peace & dialogue. Current U.S. corporations, being questioned include - Alphabet, Microsoft, Amazon, and Caterpiller.
Since 2018, and the first Trump administration - California local govts, have already been developing, good divestment practices, that can well address, in how to better separate themselves, and to end their investments, in corporations supporting private detention centers, and the fossil fuel industry.
These divestment practices, have become very helpful, regular, good examples. And can have a political will & backing, that should make it fairly easy, to better develop a plan, and a good community consensus, at this time. To note, these for-profit prison/detention developers, can often have, other domestic & international connections. This can possibly help in updating, our current local divestment best practices, at this time. And can also be of help, with more difficult, new questions, of San Jose divestment, from corporations supplying war products, and its technical support, to Israel, at this time.
Since the shambolic, horrific events, of 9/11/01, we should be returning to a time, and to what used to be, a more regular way of diplomatic relations - that retaliation & defending ones country, through more war & violence, is not acceptable. And that, Israel should be smarter, than offering continual war &
bloodshed, upon the innocent people of Gaza. As most people of Gaza, were simply not a part of, the October 7, 2023, Hamas massacre.
And from this, the U.S. should be trying to return, to its pre 9/11, good standing in the world. And to work towards dialogue & negotiation, to resolve differences. And with less u.s. military armaments.
The people of San Jose, at this time, are trying to develop, this decent thinking, with better principled, local practices & local control. Thoughtful, coordinated, well principled practices, at the local level, such as divestment, along with more responsible, community tech accountability policies, can simply offer good examples & best practices, towards ideas of peace, open democracy, and better human reasoning. And that all levels of govt, and their local communities, should better reflect upon.
From this, as part of our good system, of checks and balances - local govt, simply should have the ability, to ask for, and to better define best practices, in concepts towards peace, better reasoning, and open democracy. And certainly before, the current federal concepts, of continual war, and its needs of secrecy, opacity, harm, and the prison military industrial complex, in its policy making.
To conclude this section - good beliefs in Judaism, should allow us, to work towards a future of Israel, that is based on ideas of peace, dialogue, and better reasoning, before war & bloodshed, as how to solve issues, in defending a nation. A good luck to ourselves, that future u.s. divestment, from the Israel war machine, can actually have the political will, to be considered practices, 'of the good fight'. And the ideas, of peace before war. And not as an attack, on Israel or Judaism itself.
Oakland City Council, has recently approved, a compromise plan, to end their ALPR vendor contract with Flock, in two years time. And in the next two years, look for a new ALPR vendor. Oakland city council, is now open to criticism, superstition, and innuendo, that they have been, a sellout or unethical, in their compromise deal. When in fact, Oakland city council, seems to be addressing larger questions, in how to invite, all parts of the Oakland community, to this process. And to address, both, Oakland neighborhood Public Safety, and better local control, of their surveillance data collection, within this current federal administration.
All of the Oakland community, is also trying to better understand important lessons, at this time, in how to end shipments, of war equipment to Israel, from its Oakland airports & seaports. All of this, can be important lessons, for current San Jose divestment questions.
Perhaps, focusing on the concepts, of how to leave war, the importance of dialogue, and to not supply war technologies to Israel, can be an important focus, for San Jose divestment, at this time.
I hope these two Oakland examples, and the work of Alameda County, and its local cities, at this time, can also be of help to San Jose, in their own decision making, on the difficult questions of divestment, in the current war practices of Israel. And in what should be, easier questions to answer, in divestment planning for San Jose, to move away from, corporations supporting ICE, and questionable immigration practices & policies, from the corporate level, at this time.
In this current, well-intentioned divestment process, by the San Jose community, I hope, the recent, well intentioned compromise plan, of the city of Oakland, to leave Flock, in 2 years time, can be acknowledged. As this Oakland compromise plan, can also be good examples, of how local communities, can now be able, to more clearly question & address, the future of surveillance & data collection tech practices & placement, in their local neighborhoods.
In San Jose , in working towards a future of peace & sustainabilty, please don't forget - San Jose is currently being sued, for SJPD overreach, in their use, of SJ neighborhood surveillance technology. And what simply has to be considered as, an over-abundance of surveillance tech, that has been been placed, in local SJ neighborhoods, in the last decade.
The local community level, working towards peace, and open participatory democracy, can create local good standards, and a good reasoning, that can begin to ask - perhaps collectively, with other local communities - Can we all be allowed, to more openly address, the current practices of the federal level, and the prison military industrial complex, of this country. These are questions, that can be larger, than current partisan issues. And bigger than the questionable practices, of the current federal administration. And from this, it can be easier, for all of us, to question together.
This letter, and the current efforts, of both, San Jose & Oakland, are the ideas, of our better human reasoning, open community participatory democracy, and ideas of peace, that allows for, better local control & local autonomy. These new San Jose divestment questions, can be a part of, new, interesting, collective efforts, at the local level, at this time. And in asking, larger questions, in how to end, the continual use of war & harm, by our federal government & the u.s prison military industrial complex.
Again, a congratulations to the San Jose community, and to good luck, in our combined efforts.

Dear San Jose, community,
My previous, Letter to the Public, on Item 3.3, was written before, the recent events, of the surprise U.S/ Israel air strikes. To note, there was a respected & constructive, nuclear negotiation process, that was taking place, between the U.S. & Iran, mediated by Oman - making the current US air strikes, all the more surprising. It may be an important reminder, in how often the U.S., can break agreements of dialogue, negotiation & trust, at the international level.
The organization, clarity, and safety, in the process of, continual dialogue and negotiation, in how to reach consensus decision making, for all sides - must simply be noted & respected, at this time. And in comparison to, these current u.s. swings, of violence, war, chaos, and the deaths of many innocent people, as how to create, current dialogue & understandings, between nation states, all of its people, and its entities.
From this, the sorrowful events of 9/11, and it's ideas of continual war, towards a new world order, is simply being better questioned, by local US communities, at this time. As more open conversation , dialogue, and best practices, are being better developed, at the local community level. And to not overly affect, the day to day practices, of the local community level. In this current, possibly new time of war, it is simply again the time, San Jose city govt & community, has to better consider, how open dialogue & best practices, are simply helpful good ways, to keep local neighborhoods, safe, peaceful, & harmonious. And that this thinking, can actual be ideas, 'of the good fight ', within our current u.s. society.
Current San Jose community asks, of SJ divestment from Israel, and within agenda item 3.3, may be difficult, to better negotiate, at this time. But divestment, can also be long term goals. And simply a part of, many current practices, of peace & better reasoning, that can be very helpful, needed, and available, at the local community level, at this time. And as, a part of good examples, overall, that the national level, can rely less on war, and its harm. And instead, learn how to better work towards, negotiation, dialogue, pesce, and to not harm innocent people, in how to solve issues, in future poliicies & decision making.

Dear Mayor Matt Mahan,
It's long past due that the City of San Jose expresses its humanitarian values on behalf of its large and diverse SF South Bay population through financial investment policy wherever clear and convincing facts indicate an ethical need, broadly and robustly, including divestment from Israel, Russia, the UAE and not limited to ICE.
When I was in kindergarten in 1968-69, our playgrounds were filled with little boys wrestling and playing war as cowboys and Indians. The Indians were extra imaginary since we all wanted to be cowboys. We were racists. Most of us weren't mean spirited but we were very ignorant; we were steeped in colonial propaganda and pervasive TV westerns. But with the Vietnam War experience, we began to question authority as it became quite apparent that our brilliant leaders were also fools and liars. Many of us learned to think more critically about history. And, despite being called pinkos and commie sympathizers, the mostly older draft age kids protested and eventually stopped that foolish war.
When I was in college, many of us questioned the formerly accepted white supremacy of the apartheid system in South Africa. We were cast as na·ive communist sympathizers by our racist presidential fool and liar Ronald Reagan. But with the stigma and economic pressure brought on by boycott, divestment, and sanctions (BDS), driven primarily by students, the white South African leaders freed the "terrorist" (as he was often called), Nelson Mandela, dismantled Apartheid, and transitioned to true democracy.
And from that time when I was in kindergarten a long time ago, our people have also been steeped in a one-sided perspective, rightfully called propaganda, about the Israeli cowboy and Palestinian Indian conflict. Instead of educating our people about the history of Israel/Palestine, our leaders call the protesters against what the UN, genocide scholars, and NGOs call genocide, "anti-Semitic". Instead of educating our people about the difference between anti-Zionism and anti-Semitism, our leaders push unconstitutional bans on First Amendment rights on the peaceful BDS movement. War and violence
against Jews and Muslims is the result.
You may argue that BDS is ineffective but keep in mind the case of Palestinian American teenager Mohammed Ibrahim who (along with thousands of others) had been held by Israel without charge for months. With widespread international pressure and a media campaign, it became too costly for Israel
so they released him. Israel clearly protects its image, banning foreign journalists from Gaza, killing several hundred Palestinian journalists in Gaza and, for example, recently arresting journalist Ayman Ghraieb for documenting the ethnic cleansing of the Jordan Valley. Regardless, it is right for the
residents of San Jose to have our money and voice on the side of justice and human rights.
When I think of what others have been through to provide us with our constitutional rights including my father and father-in-law fighting the fascist architects of the holocaust in WWII -- my father-in-law as an
R.O.T.C. student in Honolulu during the Pearl Harbor attack going on to fight in Italy with the task of driving a reconnaissance vehicle until the German army revealed their positions by firing on him, for example -- it sickens me that my Mayor is either so ignorant or cowardly that he “strongly rejects” even
the right to BDS. BDS seeks to peacefully encourage the Israeli government to end genocide in Gaza and the ethnic cleansing in the West Bank and parts of Lebanon and Syria. And now, Israel's leaders are even promoting the mythical idea of “Greater Israel” that would include much of Egypt, Syria, Jordan,
Lebanon, and Iraq.
I am intensely ashamed of my “best and brightest” (as we said about the fools and liars who brought us the Vietnam War) Mayor.

Dear Honorable Members of the City Council,
I am writing regarding the proposed expansion of corporations subject to the 'social responsibility' clause within the city's investment policy [agenda item 3.3 March 24 City Council Meeting council agenda 24 March].
When San Jose first introduced a social responsibility component to its investment policy, there was understandable concern that it might gradually grow to encompass an ever-expanding list of companies from which San Jose would be asked to divest. The Public Safety, Finance and Strategic Support Committee meeting that placed this item on the council agenda entertained public comment that demanded the city divest from five additional companies [Microsoft, Amazon, Alphabet/Google, Honeywell and Caterpillar]. This raises an important question: how many more companies will the city be asked to divest from in the future?
The companies referenced are not marginal actors; they are among the largest and most successful enterprises in the United States. Several are also major local employers. Hundreds
-if not thousands-of San Jose residents work for these firms. Tens of thousands-including, likely, some members of this Council-hold shares in these companies through their retirement accounts. And hundreds of thousands of city residents rely on their products and services every single day. Are we to implicitly condemn our neighbors who work for, invest in, or depend upon these companies?
Municipal operations rely on Microsoft platforms, and the city has signed a major development partnership with Alphabet/Google. In practical terms, San Jose cannot responsibly nor realistically divorce itself from such an important segment of the modern economy.
Equally important is the city’s fiduciary responsibility. As noted in the staff memo, the city is obligated to safeguard public assets by seeking the highest rate of return consistent with safety, diversification of risk, and liquidity. Annual investment earnings from public companies account for approximately $22 million—representing a significant proportion of the City’s roughly $50 million annual budget deficit.
Given these fiscal realities, it is essential that investment decisions remain grounded in financial criteria alone. This approach ensures that city resources are managed prudently and equitably for the benefit of all residents.
As the staff memo clearly and appropriately states:
“City does not make investment decisions based on political positions or foreign policy considerations, but rather on prudent risk management and financial considerations consistent with its fiduciary obligations.”
I respectfully urge the Council to maintain this disciplined, financially focused approach and to avoid policies that would compromise the City’s fiscal stability, lead to service cuts or create unintended consequences for our community.

Israel's ethnic cleansing also continues in the West Bank, Lebanon, and Syria but books have been written on the subject. The act of genocide in Gaza should be sufficient for the City of San Jose to

The problem is anti-Semitism is real and it is made worse by media and politicians who have mischaracterized anti-Zionism, often portraying it as anti-Semitism with headlines, “Biden and Democratic Leaders Condemn Protest Outside L.A. Synagogue as Antisemitic” and statements like "“Intimidating Jewish congregants is dangerous, unconscionable, antisemitic, and un-American,” Mr. Biden said in a statement” when in reality “In this case, demonstrators were protesting a real estate fair at Adas Torah synagogue, where attendees were invited to meet “representatives of housing projects in all the best Anglo neighborhoods in Israel” on Sunday afternoon.”

Wielding physical and chemical weapons, a pro-Israel mob attempted to dismantle the walls of the UCLA encampment. A video investigation by The New York Times found that much of the violence was instigated by the counter-protesters, who threw lit fireworks into groups of students and violently attacked everyone from individual protesters to student journalists. But with the Vietnam War experience, we began to question authority as it became quite apparent that our brilliant leaders were also fools and liars. Many of us learned to think more critically about history. And, despite being called pinkos and commie sympathizers, the mostly older draft age kids protested and eventually stopped that foolish war.
When I was in college, many of us questioned the formerly accepted white supremacy of the
apartheid system in South Africa. We were cast as naïve communist sympathizers by our racist
presidential fool and liar Ronald Reagan. But with the stigma and economic pressure brought on by boycott, divestment, and sanctions (BDS), driven primarily by students, the white South African
leaders freed the “terrorist” (as he was often called), Nelson Mandela, dismantled Apartheid, and transitioned to true democracy.
And from that time when I was in kindergarten a long time ago, our people have also been steeped in a one-sided perspective, rightfully called propaganda, about the Israeli cowboy and Palestinian Indian conflict. Instead of educating our people about the history of Israel/Palestine, our leaders call the
protesters against what the UN, genocide scholars, and NGOs call genocide, “anti-Semitic”. Instead of educating our people about the difference between anti-Zionism and anti-Semitism, our leaders push unconstitutional bans on First Amendment rights on the peaceful BDS movement. War and violence against Jews and Muslims is the result.
You may argue that BDS is ineffective but keep in mind the case of Palestinian American teenager
Mohammed Ibrahim who (along with thousands of others) had been held by Israel without charge for months. With widespread international pressure and a media campaign, it became too costly for
Israel so they released him. Israel clearly protects its image, banning foreign journalists from Gaza, killing several hundred Palestinian journalists in Gaza and, for example, recently arresting journalist Ayman Ghraieb for documenting the ethnic cleansing of the Jordan Valley. Regardless, it is right for the residents of San Jose to have our money and voice on the side of justice and human rights.
When I think of what others have been through to provide us with our constitutional rights including my father and father-in-law fighting the fascist architects of the holocaust in WWII -- my father-in-law as an R.O.T.C. student in Honolulu during the Pearl Harbor attack going on to fight in Italy with the task of driving a reconnaissance vehicle until the German army revealed their positions by firing on him, for example -- it sickens me that my Mayor is either so ignorant or cowardly that he “strongly rejects”
even the right to BDS. BDS seeks to peacefully encourage the Israeli government to end genocide in Gaza and the ethnic cleansing in the West Bank and parts of Lebanon and Syria. And now, Israel's
leaders are even promoting the mythical idea of “Greater Israel” that would include much of Egypt, Syria, Jordan, Lebanon, and Iraq.
I am intensely ashamed of my “best and brightest” (as we said about the fools and liars who brought us the Vietnam War) Mayor.

Massacres attributed to Israeli forces/Zionist militias

Gaza War (2023-present): A UN document describes over 42,000 Palestinians, including children, women, and men, having been killed by Israeli forces in Gaza in the first year alone. As a registered voter in District 3 and a retired City of San Jose employee (also a Jewish American), I urge you to support an Ethical Investment policy that will divest the $115 million the City has invested in companies that support ICE, Israel's relentless attack on the Palestinian people and land, surveillance and tracking both here and abroad,and the development of military drones and equipment. Regarding: The proposed expansion of corporations subject to the 'social responsibility' clause within the city's investment policy [agenda item 3.3 March 24 City Council Meeting council agenda 24 March].
I support city staff's recommendation to REJECT adding companies to the divestment list. It violates the city's fiduciary duty to manage assets for the benefit of all residents.
City staff estimates that divestment will cost the city up to $5 million annually in lost investment income. This will result in significant service cuts while the city struggles with a $56 million deficit
I also support the long respected city resolution REJECTING any action on foreign policy, which divides the community and lies outside the city's scope and jurisdiction.

Dear San Jose Mayor Matt Mahan and San Jose City Councilmembers;
I write to you as a concerned resident of San Jose, and as your constituent.
Agenda Item 3.3, City of San Jose Investment Policy Annual Review, provides an opportunity for you to make the right choice and choose to immediately divest from corporations with ties to ICE (U.S. Immigration and Customs Enforcement) and/or the State of Israel.
San Jose is a community built by immigrants, with over 40% of San Jose residents being born outside of the United States. ICE relies heavily on the private sector to cany out terrorizing raids against immigrants and their allies. ICE anests have averaged 1,100 per day in 2026. At least forty-five (45) Americans have died in ICE custody in 2025 and 2026, and

the fatal shootings by ICE of U.S. citizens Renee Good and Alex Pretti reveal the dangerous reality we live in. I do not want my taxpayer dollars going towards corporations that do business with ICE. I want the City of San Jose to immediately divest investments of any kind and business with corporations that have ties to ICE. San Jose deserves better than elected officials who prioritize businesses that profit off of harm to the people of our city.
The supplemental memorandum proposes the following "1. Sell the investments immediately
2. Allow the investments to mature, and make no new investments in the
companies identified 3. Divest and restructure the portfolio over time" as options to divest from companies that provide services to the State of Israel in its ongoing conflict in Gaza and support U.S. Immigration and Customs Enforcement. The United Nations Human Rights
Office of the High Commissioner finds, "Israel has
committed genocide in the Gaza Strip" https://www.ohchr.org/en/press-releases/2025/09/israel-hascommitted-genocide-gaza-strip-un-commission-finds”. The act of genocide in Gaza should be sufficient for the City of San Jose to choose divestment. If you do not divest, you are complicit in genocide. San Jose deserves better than elected officials complicit in genocide.
The only people who are afraid are those in the wrong. Be Brave. Divest Now. Inspire leaders across the nation to do the same.

Dear Mayor and San Jose City Council Members,
I urge you to support the Memorandum from Councilmembers Ortiz & Kamei to restrict new investments in companies that provide services to U.S. Immigration and Customs Enforcement (ICE). This is a reasonable and important step toward the City of San Jose more fully divesting from corporations that do business with ICE.
Updating the City's Investment Policy and practices in this way is important to Kids in Common, as it is critical for the youth and families of Santa Clara County, where over 60% of students
belong to immigrant families. These families face systemic barriers to basic needs, health care, and education, challenges that have intensified due to increased federal immigration enforcement and

recent cuts to programs like Medi-Cal and CalFresh. Aggressive enforcement tactics have
led to heightened fear, trauma, family separation, and even wrongful detentions of U.S. citizens, creating instability that undermines the well-being of immigrant youth across the state of California and the nation. Immigrant families are vital to our community and economy, contributing to technology, education, and other sectors while enriching our region with diverse cultures and languages;
protecting immigrant youth is essential to ensuring they can thrive. We urge the city to invest in the safety and well-being of our people, not companies that support an agency that causes extreme harm in our community and country by terrorizing communities with threats and violence, tearing families apart, and violating Constitutional and human rights.
San Jose City Council has been a leader in establishing policies and practices - “No Staging Zones”, “No masking”, De-escalation Plan, etc. - that provide both concrete protections and demonstrate the City’s values for our community.
As Councilmembers Peter Ortiz and Rosemary Kamei state in their memo:
“This item represents a natural next step in aligning the City’s investment practices with those values by providing direction to limit future exposure to companies with identified ties to ICE. In doing so, the City reinforces its commitment to ensuring that public funds are managed in a manner that reflects both its fiduciary responsibilities and the priorities of the community it serves.”
We hope we can count on your continued support and strong leadership to respond to community concerns and protect the safety and well-being of all. This will add to the City of San Jose’s model policies and practices that are being replicated by others across Santa Clara County and beyond.
