...Recommendations

(a) Adopt a resolution authorizing the City Manager to:

 (1) Negotiate and execute a grant agreement and other related documents with the United States Environmental Protection Agency (EPA) to fund the Clean Creeks, Healthy Watersheds Project if awarded for the term of July 1, 2021 through June 30, 2025, with a grant to the City in the amount of $1,540,000, at a cost to the City over the term of the Agreement of $1,540,000.

 (2) Negotiate and execute agreements upon award of the grant with:

  (i) Keep Coyote Creek Beautiful, a non-profit 501(c)(3) corporation, for the term July 1, 2021 through June 30, 2025, to conduct volunteer trash cleanups and community outreach and education in an amount not to exceed $500,000; and 

  (ii) South Bay Clean Creeks Coalition, a non-profit 501(c)(3) corporation, for the term July 1, 2021 through June 30, 2025, to conduct volunteer trash cleanups and community outreach and education in an amount not to exceed $500,000.

(b) Adopt the following FY 2021-2022 Appropriation Ordinance and Funding Sources Resolution amendments in the General Fund:

 (1) Increase the estimate for Revenue from the Federal Government by $385,000; and

 (2) Establish a Citywide Clean Creeks, Healthy Watersheds appropriation to the Environmental Services Department in the amount of $385,000.
