Adopt a resolution authorizing the City Manager or designee to apply for the Local Early Action Planning Grant administered by the California Department of Housing and Community Development (HCD); and, if awarded, authorizing the City Manager or designee to accept grant funding from HCD to be used for various planning efforts to facilitate housing production including an update to the Housing Element of the Envision San José 2040 General Plan as required by state law.
