(a) Consideration and discussion of the draft framework related to certain transfers of real property to nonprofits and the proposed real property transfer tax on the March 3, 2020 ballot; and
(b) Should the voters of San José approve Measure E on the March 3, 2020 ballot, direct the Administration to return to Council with a report on how it would implement the framework approved by the Council.
